Optimist Certification Roadmap (For Optimist sailors only)

Sailing Proficiency Level 1 – Recreational Sailor

SINGAPORE SAILING FEDERATION
DINGHY PROFICIENCY CERTIFICATE
LEVEL 1 (RECREATIONAL SAILOR)

Pre-Entry Requirement

Able to swim 50m in tidal waters with the aid of buoyancy vest.

Objectives of Level 1 Proficiency Certification

  1. Able to rig a dinghy on land and name the parts of a boat and their function.
  2. Able to launch and return to shore in a seaman-like manner.
  3. Able to sail one class of dinghy on all points of sail in wind conditions of up to 10 knots
  4. Able to demonstrate the man overboard manoeuvre.
  5. Able to perform heave-to.
  6. Able to right a capsized dinghy.
  7. Knows the requirements for boat and personal buoyancy.
  8. Is aware of personal and boat safety and safety in distress.
  9. Able to demonstrate the use of these knows: figure of 8, sheet-bend, bowline, clove-hitch and round turn and 2 half hitches.
  10. Knows and applies the basic International Regulations for the prevention of collision at sea (refer to SingaporeSailing’s checklist).
  11. Knows the basic principles of tides, tide table and spring and neap tides.
  12. Has attended a sailing course of at least 16 hours.
  13. Certification

Note:

  • Level 1 Dinghy Proficiency test is conducted by the respective club’s instructor/s.
  • Instructors may also test their own students if appointed by their club.
  • Candidates may be assessed on any part of the syllabus at anytime as soon as they are ready.
  • Candidates do not have to be tested on all the items at the same time.
  • The club will inform SingaporeSailing the names of the successful candidates.

Sailing Proficiency Level 2 – Beginner Racer

DINGHY PROFICIENCY CERTIFICATE
LEVEL 2 (BEGINNER RACER)

Pre-Entry Requirement

Holder of Level 1 Proficiency or equivalent for 9 months during which, practice has been undertaken in either single or double handed dinghies with spinnaker.

Objectives of Level 2 Proficiency Certification

The following to be certified by the club:

  1. Able to anchor a dinghy.
  2. Able to handle a boat in tow.
  3. Able to demonstrate the rope-work as stipulated in the syllabus and reef ashore.
  4. Has held Level 1 Proficiency Certificate for at least 9 months and sailed in either single-handed or double-handed dinghies with spinnaker.
  5. The following to be certified by SingaporeSailing Testers
  6. Able to sail all points of sailing
  7. Able to launch off a lee shore and return to shore in a seaman-like manner.
  8. Able to come alongside a jetty/moored craft.
  9. Able to pick up a mooring.
  10. Able to heave-to with the jib backed.
  11. Able to fly a spinnaker on a double-handed dinghy.
  12. Understands ISAF Racing Rules, starting procedures involved in a race and knows the use of the tide tables (Twelfth’s Rule).
  13. Certification.

Note:

  • Level 2 is administered by SingaporeSailing only.
  • Clubs / marinas / centre must inform SingaporeSailing for appointment of tester(s).
  • Kindly allow for at least two weeks advance notice.

Sailing Proficiency Level 3 – Racer

DINGHY PROFICIENCY CERTIFICATE
LEVEL 3 (RACER)

Pre-Entry Requirement

Holder of Level 2 Proficiency for at least 1 year of equivalent.  Have raced in at least 2 classes of dinghies in 3 separate series including, single-handed and two-man trapeze boats.

Objectives of Level 3 Proficiency Certification

The following to be certified by either club testers, national coaches or SingaporeSailing Sailing Certification Committee:

  1. Has held Level 2 Proficiency Certificate for at least 1 year and has sailed in at least 2 classes of dinghies in 3 separate series of races including, single-handed and two-man trapeze boats (to attach photo-copies of race results).
  2. Is able as helmsman and crew:
    • to demonstrate roll tacking and roll gybing.
    • To tack and gybe in strong winds
    • To use a spinnaker in planning conditions
    • To reef afloat.

The following to be certified by SingaporeSailing:

  1. Has raced in a SingaporeSailing sanctioned series and has a good knowledge of the ISAF Racing Rules as a competitor (SingaporeSailing tester to assess).
  2. Has a good working knowledge of ISAF Racing Rules affecting Race Management and has performed duties of a race officer or assistant in as SingaporeSailing sanctioned race (SingaporeSailing Race Management official to assess).
  3. Certification.

Sailing Proficiency Level 4 – Advanced Racer

DINGHY PROFICIENCY CERTIFICATE
LEVEL 4 (ADVANCED RACER)

Pre-Entry Requirement

Holder of Level 3 Proficiency for at least 2 years.

Objectives of Level 4 Proficiency Certification

  1. Holder of Level 3 Proficiency Certificate for at least 2 years.
  2. Ability as a helmsman, to sail in strong wind conditions of at least 16 knots to a high standard using all the boat’s equipment to the best advantage, including spinnaker and trapeze.
  3. Ability as a helmsman, to sail a boat backwards, sail a tight circular course, reef afloat and sail on all points of sail without the use of a rudder.
  4. Ability to tune a dinghy for maximum performance by adjusting standing and running rigging.
  5. Possession of advanced knowledge of racing techniques and tactics from pre-start manoeuvres to finishing.
  6. Ability to produce Sailing Instructions for a major regatta.
  7. (Certified by SingaporeSailing Race Management Committee)
  8. Ability to act as a Chief Race Officer.
  9. (Certified by SingaporeSailing Race Management Committee)
  10. Certification.

Keelboat

SingaporeSailing Keelboat Certification

Level 1 – Competent Crew

  • Become a competent keelboat crew
  • Learn the basics of sailing a keelboat
  • Introduction to keelboat cruising
  • Learn personal safety, seamanship and helmsmanship

Level 2 – Day Skipper

  • Advanced course
  • Must possess Singapore Powered Pleasure Craft Drivers Licence and Level 1 certification
  • Learn to be responsible for a cruising keelboat and her crew
  • Be able to sail in the day time in familiar tidal waters within sight of land

Level 3 – Racing Skipper

  • Trains to be familiar with racing rules
  • Learn starting and finishing procedures
  • Advanced boat handling and racing techniques
  • Asymmetric and Symmetric Spinakers
  • Race competitively and safely in a regatta

Level 4 – Coastal Skipper

This is an advanced course that trains the applicant in the sailing and management skills necessary to be totally responsible for a small keelboat and its crew while cruising safely on coastal and offshore passages by day and night. Level 2 certification is a prerequisite for advancing to level 4 training.

Royal Yachting Association Certifications

Windsurfing

Windsurfing Proficiency Level 1 – Start Windsurfing

  • Aim: To windsurf with competence
  • Prerequisites: Must be able to swim 50 m with PFD strapped in

Windsurfing Proficiency Level 2 – Intermediate Windsurfing

Non Planing

  • Aim: To race around a course with competence in winds below 10 knots
  • Prerequisites: Attained Windsurfing Proficiency Level 1 Certificate

Planing

  • Aim: To race around a course with competence in winds above 10 knots
  • Prerequisites: Attained Windsurfing Proficiency Level 1 Certificate.

Planing Lessons may be conducted during Non Planing lessons if wind condition permits

Windsurfing Proficiency Level 3 – Advanced Windsurfing

  • Aim: To windsurf smaller volume boards and boards without daggerboard competently
  • Prerequisites: Winds above 10 knots .
